The high roller has the potential to win more money. He also has the potential of losing more money. If I had to make a bet, though, I would bet on the good blackjack player in a second. With 20 hands, though, the variance is so large that I don't think its a solid bet. Someone can do the statistics if they want.

flip a coin. With just 20 hands, you could end up anywhere from broke, to making 20-21X your average bet (20-21 since you ought to get one 3:2 BJ in those 20 hands, roughly...)
For just 20 hands played and never repeated the question has no valid
answer. However, if both play fequently for 20 hands each, the good
player will win more money. Why? Because the average blackjack player
is a pitiful creature and will surley lose, high or low roller.
